Requirements for certification of lifting beams are described in WorkSafe NZ Approved Code of Practice for Cranes and Approved Code of Practice for Load-Lifting Rigging.

All crane lifting gear shall be certified by a CPEng. This includes lifting beams, lifting frames, spreaders or similar devices that are not an integral part of the crane (definitions of Crane ACOP Part 16).
 
Rhodes Engineering and Design Limited has extensive experience certifying the design of lifting beams, lifting frames, and pad-eyes, lifting lugs and other points on equipment or frames. We issue CPEng design and design review statements for lifting equipment.

Typically design is in accordance with AS 4991:Lifting Devices. Welding must be performed and inspected in accordance with AS/NZS1554.1 or AS/NZS 1554.5.

Design certification must be by a person who is registered and holds a current registration certificate under the Chartered Professional Engineers of New Zealand Act 2002 or a crane design verifier.
 
Load test of the lifting beam must be witnessed and documented signed by a competent person, often an equipment Inspector, Welding Inspector or CPEng.
